General
Rules
1. All competitions will
be played under the Joint Laws of the Game (English Bowling Association
version) and in accordance with these Rules and Conditions and any
regulations made by the Executive Committee, which must be strictly
observed.
2. A player being a
member of more than one Club must elect to play for one Club only in all
L&SCBA competitions. No player may take part in more than one
competition other than the Challenge Shield.
3. The draw for the
various competitions has been made in sections, geographically grouped
as far as possible or such other convenient lines as may be determined
by the Executive Committee if the number of such entrants necessitates
such a course.
4. In the case of a tie
an extra end shall be played to determine the result. The captains or
skips shall toss a coin and the winners have the right to decide who
shall play first.
5 (a). Competitions shall be under the
management, (in accordance with these Rules and Conditions), of the
Competition Section Secretaries. The Section Secretaries shall be
responsible to the Executive Committee for the conduct of the
competitions in their respective sections up to and including the
Section Finals.
5 (b). The Section
Secretary shall send by FIRST CLASS POST the Official
Notification Card/Scorecard within three days of the previous round
date. If the card is not received by either the Challenger or Opponent
within five days of the previous round date the Challenger/Opponent must
telephone the Section Secretary for details of the next tie.
6. Questions and
Disputes
6 (1). All protests appertaining to the condition and
fitness of a green must be made before the commencement of the sixth
head of a tie. The playing of the tie must cease and the Section
Secretary notified immediately by telephone. He will then arrange for an
inspection of the green. If it is certified that the green is unfit for
play the home club will be notified immediately and arrangements will be
made for the tie to be played on the opponent's green or on a neutral
green at the discretion of the Section Secretary. The tie will be
resumed with the scores as they were when the game stopped, and an end
commenced, but not completed shall be declared null. The
decision of the Section Secretary relating to all protests under this
Rule shall be final.
6 (2). The Executive
Committee, or an emergency committee appointed by the Executive
Committee, shall determine all appeals relating to the interpretation
and operation of these Rules and Conditions. The decision of the
Executive Committee or such emergency committee shall be final and
binding on all parties.
7. Duties of the
Challenger and Opponent
7.1 Challenger Shield
7.1 (a). The Club appearing first in the draw shall be
the Challenger and the Club appearing second the Opponent.
7.1 (b). All Rounds to
be played on or before the closing date stated, with the exception of
the final, which is to be played on a date, time and venue fixed by the
Association.
7.1 (c). On receipt of the Official
Notification Cards/Scorecards of the tie from the Section Secretary, the
Challenger shall at once offer two dates. The dates offered to be either
a Saturday or a Sunday but not two Saturdays nor two Sundays, one of
which is to commence at 10.00 am, the other by mutual arrangement. Clubs
are requested to avoid offering dates that clash with National
Competitions fixed dates, e.g. Middleton Cup.
7.1 (d). The Opponent must accept one of the two
dates offered within three days of the receipt of the Challenge. If a
choice of dates is not received within three days of the receipt of the
Official Notification Cards / Scorecards it shall be the duty of the
Opponent to contact the Challenger in order to arrange the game.
7.1 (e). By mutual agreement, Clubs may play on
any other day prior to the Closing Date of the Round, in which case
matches should not commence later than 6.00 p.m. on a weekday.
7.1 (f). The
results of ties shall be telephoned or reported to the Section Secretary
immediately after the game and no later than 10.15 p.m. on the day the
tie is played. The Official Notification Cards/Scorecards, signed by
both skips, showing the total result for both the Home and Away venues
shall be completed by the Winners and immediately posted FIRST CLASS
POST to the Section Secretary.
THE
OFFICIAL NOTIFICATION CARDS / SCORE CARDS WILL BE THE ONLY RESULT CARDS
ACCEPTED BY THE SECTION SECRETARIES.
7.1 (g). Competitors
who fall to appear punctually at the time appointed for the commencement
of the game shall be disqualified unless in the opinion of the Section
Secretary there is a reasonable explanation for the delay. [See also Law
59 (c) - Laws of the Game].
7.1 (h). If either the Challenger or the
Opponent fall to comply with these Rules and Conditions they shall be
scratched at the request of the opposing club, but failing such
application by the last day of the period of the round both clubs shall
be scratched.
7.1 (i). No alteration of an accepted date shall
be made unless mutually agreed. Failing such agreement the club desiring
such alteration must give their opponent a walkover.
7.2 Gold Badge,
Fours, Triples, Pairs and Lonsdale
7.2 (a). The Club appearing first in the draw shall be the Challenger,
who shall provide a rink, and the Club appearing second the Opponent. In
a Singles competition the Challenger is responsible for providing a
Marker. (With the exception of the Final.)
7.2 (b). The ties in all Rounds up to and
including the Section Final shall be played upon the green of the
Challenger. The semi-finals of the competitions shall be played upon
Neutral Greens to be selected by the Hon. Competition Secretary of the
Association, the greens selected to be as near as possible equidistant
to the two participating Clubs, whilst the Finals shall be played on a
date, time and venue fixed by the Association.
7.2 (c). If not on the Competition Entry Form,
the Hon. Secretary of the Club will forward to the Hon. Competition
Secretary or the appropriate Section Secretary, the name, address and
telephone number of a player participating in the competition entered to
act as "Contact" for future correspondence by the closing date of the
first game of each Competition.
7.2 (d). On receipt of the Official Notification
Card / Score-card of the tie from the Section Secretary (for the Gold
Badge and Lonsdale this is sent direct to the contestants, for the
remainder of the competitions this is sent to the respective Contacts,
who must be a member of the competing team, after the first game), the
Challenger shall at once offer his Opponent the choice of two dates.
The Challenger should note
that with the exception of the Section Finals Saturdays or Sundays are
not to be included unless by mutual consent of both the Challenger's
Club and the Opponent, except for the Section Finals and semi-finals,
where one of the two days offered must be a weekend date.
7.2 (e). The Opponent must accept one of the two
dates offered within three days of the receipt of the Challenge. If a
choice of dates is not received within three days of the receipt of the
Official Notification Card / Scorecard it shall be the Opponent's duty
to contact the Challenger in order to arrange the game.
7.2 (f). The
results of ties shall be telephoned to the Section Secretary immediately
after the game and no later than 10.15 p.m. on the day the tie is
played, the Official Notification Cards / Score-cards, showing the total
result, shall be completed by the winners and posted FIRST CLASS
POST as directed within two days of the tie being played.
THE
OFFICIAL NOTIFICATION CARD SCORECARD WILL BE THE ONLY RESULTS / CARD
ACCEPTED BY THE SECTIONS SECRETARIES.
7.2 (g). The combined Notification
Cards/Score-cards must bear correctly the names and initials of all the
competitors concerned and shall be signed by the losing contestant or
losing skip.
7.2 (h). The time for commencing ties shall be
mutually arranged, but no competitor shall be compelled to accept a time
earlier than 6.00 p.m. nor later than 6.30 p.m. on a weekday.
7.2 (i). Competitors who fall to appear
punctually at the time appointed for the commencement of the game shall
be disqualified unless in the opinion of the Section Secretary there is
a reasonable explanation for the delay.
7.2 (j). If either the Challenger or the
Opponent fail to comply with these Rules and Conditions they shall be
'scratched' at the request of the opposing competitor (s), but failing
such application by the last day of the period of the round both clubs
shall be scratched.
7.3 (k). No alteration of an accepted date shall
be made unless mutually agreed. Failing such agreement the competitor
desiring such alteration must give their opponent a walkover.
8. Dress
- Competitors in all competitions except the Challenge Shield are to wear white above the waist, grey trousers, club tie and shoes of an approved pattern when playing in order to obtain some conformity of dress.
However, in the Challenge Shield, the wearing of E.B.A. registered Coloured Team Shirts may be worn in all rounds up to and including the semi-final round (subject to the Host Club's agreement) together with brown, black or white shoes.
In the Final, dress shall be 'whites', i.e. - white shirts, white trousers, Club tie, brown, black or white shoes etc. - See Paragraph 15 of the Constitution
9. Extensions of Time - No
extensions of the closing date of the Round as specified in the Year
Book can or will be granted.
10.
Penalties
10 (a). Failure to notify the Section Secretary of a result within two
days of the closing date of the round will be disqualification.
10 (b). Failure to comply with these
rules and conditions will result in the defaulting competitor or team
being scratched.
11.
Availability - Competitors are reminded that when selected to
represent their Club in the foregoing Competitions (subject to Law 62 -
Substitution) they are to make themselves available for every Round up
to and including the Final. |
